  15. ARRL Board of Directors Votes to add Scarborough Reef To ARRL DXCC
  16. Countries List

  18. The ARRL Board of Directors at their meeting in Savannah, Georgia,
  19. approved a Membership Services Committee recommendation to add
  20. Scarborough Reef to the ARRL DXCC Countries List.  The vote was
  21. 11-yes, 3-no and 1-abstention.  Scarborough is added to the list
  22. based on DXCC Rules Section II, Point 2(a) (Separation by Water).

  24. QSL cards will be received by the DXCC Desk starting April 1, 1996.
  25. Cards received before that date will be returned without action.
